Bhoti teachers honoured

BOMDILA, June 16: Department of Karmik & Adhyatmik (Chos-rig) Affairs, Govt. of Arunachal Pradesh honoured the Bhoti language teachers of West Kameng district for their untiring and relentless services to the society.

Addressing the teachers, Deputy Commissioner AK Singh called upon them to render their selfless services with utmost dedication and sincerity and explained the role and importance of Bhoti language teacher in preservation and promotion of the culture and traditions.

West Kameng DDSE M. Kadu said the programme was a small effort of the Department of Karmik & Adhyatmik (Chos-rig) Affairs to encourage them for their untiring and relentless services to the society. Jambey Wangdi, Chairman, DoKAA cum organiser of the meeting called upon the entire teaching fraternity to continue their selfless efforts despite various difficulties faced by them in terms of salary, service regularisation, infrastructure, etc.

The DoKAA Chairman also highlighted the role of Bhoti language teachers in shaping a peaceful and culturally and traditionally enriched society. He assured to address the issues of teachers and development of infrastructure facilities like Bhoti Language Library at Bomdila, development of Bhoti Language Teaching Aids etc to the state government. JE vaccination campaign launched

BORUM, June 16: Health and Family Welfare Minister Rajesh Tacho launched the Japanese Encephalitis (JE) vaccination campaign-2015 at M E School, Borum in Papum Pare district today. Organised by the Papum Pare   District Health Society, children between the age group of  1 to 15 years of the  district will be covered under  the ten-day long JE vaccination programme.

Parliamentary Secretary Land and Urban development Techi Kaso, Director Health and Family Welfare, Dr. Nishing, DMO S. Ronya, other officers of health department, PRI members were present  on the occasion. The minister also visited  the  health sub-Centre, Borum. DIPRO

 

Coordination meeting held

ITANAGAR, June 16: A coordination meeting was held under the chairmanship of DC Kurung Kumey Mamata Riba, who is also holding the additional charge of Kra-Daadi district, to vitalize implementation of schemes and projects under ICDS yesterday. The meeting which was attended by all the CDPOs of Kurung Kumey and Kra-Daadi district dealt at length on the problems faced in these border districts.

In the meeting it was resolved that for better outreach activities, the CDPOs should actively popularise the government schemes like Old Age Pension, SNP, IGNWPS, IGNGPS with the support of PRI leaders.

Deputy Director ICDS, T W Thungon urged the CDPOs for regular reporting through supervisors and Gram Sevikas and also advocated convergence of schemes.

The DC called upon all level functionaries of the ICDS projects to ensure timely and transparent delivery of benefits to the villagers by showing strict discipline in conduction of departmental programmes.

She also urged the CDPOs to take extra initiative for celebration of important events like International Day for older persons, Children’s Day etc so that the values of social welfare are remembered. The house unanimously also decided to step up mass awareness on women friendly legislations like PWDV Act in the capacity of being nodal department. (DIPRO)

 

Relief sought for flood affected

ITANAGAR, June 16: A team of Arunachal Students Federation (ASF) visited Lekhi village to take stock of the damages caused to private and public properties by flood.

According to ASF, the flood caused by heavy rains has caused major damage to Mothers Home, the Marriage House of UD Department, water tank of NIT Boys hostel, individual crop lands/garden, boundary walls, protection wall of RWD link road and many more.

Flood water eroded the boundary wall of Mothers Home and protection wall of RWD link road to collapse, ASF informed, adding that erosion in drains of Govt. Women’s College was also witnessed. Moreover, flood has also damaged household properties, including boundary walls, crop lands of many individuals at lower part of (Block No-3) of Lekhi village, it claimed.

ASF on behalf of the flood affected, urged the Capital Complex Deputy Commissioner to provide immediate relief fund to the flood affected people to provide them some succour in this hour crisis. It also appealed for flood protection measure upon the river to save lives and properties of Lekhi village dwellers under block no-3 and early re-erection of boundary walls, repairing of drains, culverts and roads that were damaged in the flood.

 

Implement the Act in letter and spirit: LDVDRCA

ITANAGAR, June 16: Hailing the Arunachal Pradesh District Based Entrepreneurs and Professionals [Incentive, Development and Promotional] Act 2015 as one of the historic legislation, the Lower Dibang Valley District Registered Contractors Association (LDVDRCA) has called upon the state government to implement the Act in letter and spirit.

The Act will provide equal opportunity to every contractor of all districts and will ensure economic development in every nook and corner of the state, it said requesting the various unions who are opposed to the Act.

It further urged all the elected leaders of the state to ensure strict implementation of the Act and early framing of rules.

 

NGO, contractors welcome Govt. notification on Act

NAMSAI, June 16: All Namsai Area Youth Association (ANAYA) and All Arunachal Contractors Welfare Association District Unit, Namsai (AACWADU) in a joint press statement welcomed the notification issued by the state government with regards to implementation of the Arunachal District Based Entrepreneurs and Professional (Incentives, Development and Promotional) Act’2015 in the district.

The Association stated that such steps by the government will enable the local contractors and entrepreneurs to contribute in the developmental activities of the area. They also urged the local administration and different departments of Namsai district not to award any tender work or any work order to any firm or contractors who do not belong to Namsai district, and adhere to the said Act accordingly.

“The Act will provide ample opportunity to the genuine and deserving unemployed youths to take part in developmental process in their own district with more transparency and accountability,” opined Wancho Contractors Association. It supported the move of Adi Bane Kebang and MP Ninong Ering against the demand made by some association to cancel the Act.

In another release, ANAYA informed that one Gojen Neog was apprehended by the association members for allegedly possessing brown sugar. Later, he was handed over to Namsai Police for further investigation.

The association also claimed to have deported one Pratap Gohain from Namsai on charge of his alleged anti-social activities. The properties he lost so will be compensated by ANAYA, the release said.

It also called upon various organisations in Namsai district to refrain from calling bandhs without the consent of public of Namsai and ANAYA.

 

Anti-Malaria month observed

ITANAGAR, June 16: The Anti-Malaria month was observed by the East Siang DVBDCP in collaboration with VHAI at Mebo CHC today.

In his inaugural address, Oling Perme, ZPM, called upon the  public to acquire more knowledge about Malaria. He also urged upon the people to extend cooperation with health authorities to reduce the mortality and mobility rate  caused by Malaria. Highlighting the natural calamities like earthquake, he advised the people to remain alert any time.

Dr. T. Talom, DVBDCO, East Siang, spoke on Malaria, its causes, sign and symptom and on preventive measures including LLIN, IRS, IEC and BCC.

Speaking on the occasion,  East Siang DMO Dr. M Perme advised the public to get their blood tested in case of any fever and also advised the health workers to render their the service sincerely.

Among others, Mebo ADC Y Tayeng, Dr. B Ratan MO,  in-charge Mebo CHC, A Dev, DPO, VHAI also spoke on the occasion. All the medical staffs of Mebo CHC, ASHA’s of Mebo Circle, PRI member and  general public attended the programme.

 

140 rural based schemes adopted

AALO, June 16: Altogether 140 rural based schemes were adopted under 5-year perspective plan and vision document for 25 years in a meeting on grass root level planning process in tune with the Niti Aayog held at Kamba on June 15 last.

Speaking on the occasion, Member Secretary, Panchayat and ADC Kamba, Nyiken Lollen exhorted the panchayat members to draw development plans which would be beneficial for rural masses.

Kamba ZPM Gedo Kato also gave fruitful suggestions to address the woes of the rural people.

The meeting resolved that officers posted at Kamba should stay at the posting place and move out of the station only with the consent of the ADC. The meeting further resolved that the salary of the teachers under SSA should be deposited to the panchayat account and paid only after due certification from the school management committee to check absenteeism among the teachers.

Social service conducted

ITANAGAR, June 16: The Sigin-I Panchayat under the initiation of ZPM, Tayom Mothu and Dr. Dujum Dulom, president of VDTAWA in collaboration with TK Engineering Construction Limited conducted a  four day social service at Sikarijo, from Sigin Koro to Dulom hydel from June 12 to 15 last.

During the four day programme, the drains were cleared, mud deposited on both sides of the road were cleared, leaking pipelines were repaired, new drains were constructed and potholes on the road were filled.

 

Month-long anti-Malaria campaign launched

YINGKIONG, June 16: Following the launch of country-wide health programme for prevention of Vector Borne Diseases like malaria, the Upper Siang District Health Society (NVBDCP) has launched a month long Anti-Malaria campaign at Yingkiong township and its adjoining villages.

As a part of the campaign, do's and don’ts with regards to control of Malaria are being made aware to the citizens and all out efforts are being put in to make the programme a grand success. DIPRO

 

AdiSU for waiving of land revenue of CAU

ITANAGAR, June 16: The Adi Students' Union (AdiSU) has called for waiving of land revenue and extension of lease period of Central Agriculture University, Pasighat. It wrote a letter to the Chief Secretary in this regard.

‘.. Waive the payment of land premium @ Rs. 3/- per Sq.m and annual lease rent @ Rs. 10/- per Sq.m per annum as fixed by the govt, amounting to Rs. 58,68,150 and to extend the lease period of the allotted land’, it said while explaining how the university has been helping the people of Pasighat and is not a profit making organisation and added, ‘The institute is not able to bear such huge amount annually’.

Moreover, the lease period of the allotted land is only 30 years, whereas as per the university rule Central Agricultural University does not make any investment for permanent establishment of its constituent colleges. Further, just to bring to your knowledge that in other states of NE region respective state has provided lease period of 60 to 99 years and does not collect any land premium or land annual lease rent from the institute. The long awaited construction of the Agriculture College is just being detained because of these two simple grounds which can be easily fulfilled by the state govt., if they want to. The university is providing excellent service to the people of the state. Why should the state govt, charge for the service it is getting? Rather should pay for it. The college of Horticulture and Forestry has been requesting the same again and again to the concern authority, the letter read.

 

Hawk XVI lifts Don Bosco Bicentenary Football Cup

KHONSA, June 16: Hawk XVI emerged champion of the Don Bosco Bicentenary Football Cup 2015 by defeating Laho Kocha-A in a final match played at Borduria public ground on June 14.

Minister Wanglin Lowangdong gave away the Cup and Rs. 10,000 cash award to the winner and a seal and Rs. 5,000 cash award to the runners up.

The minister also encouraged the youth to take up sports activities to bring in discipline in life. It also opens the door for job opportunities, the minister added. He also lauded the Salesians of Borduria for organising the tournament for the youth and wished such programmes be organised more in the future.  

Around 500 people including Rev. Fr. Bosco sdb, Vice Provincial of Salesians of Don Bosco from Dimapur, Govt officials and public leaders present for the occasion.  

Earlier, Fr. Bosco sdb, encouraged the players to take more interest in sports.

 

Circle level Cricket tourney begins at Kangku

ITANAGAR, Jun 16: A circle level cricket tournament began at Kangku in West Siang district yesterday. The tournament which is being organised by the Uli Youths' Games and Sports Club is being participated by as many as seven teams from various villages of the circle.

Participating in the inaugural function, CO Horki Diyum exhorted the youths to choose any profession as career and give it hundred percent to succeed. "Sports can also be one of them", he said citing example of sportsperson Gumpe Rime who is now a coach/manager in Tata Football Academy, Jamshedpur.

Recalling his struggling days, he said, "If I can, u too can".

Public hearing on Murkongselek-Pasighat BG rail project held

Affected families demand proper compensation

RUKSIN, June 16: Public hearing on ‘Social Impact Assessment” on Phase-I work (from 2.60 km to 8.20 km) of Murkongselek-Pasighat extended BG railway was conducted at Ruksin in presence of affected family members, PRI members, Gaon Burahs and public leaders of Ruksin circle in East Siang district.

The Rangiya-Murkongselek BG conversion project which is extended upto Pasighat is one of the two major rail projects in Northeast announced by Prime Minister Manmohan Singh during 2010.

The proposed BG railway, which enters into Arunachal territory at Ruksin, is passing through Birem Silbor WRC field and is covering about 151.30 hectares of fertile cropland at Ruksin, Ngorlung, Sille, Rani and Yagrung villages under the district.

Addressing the participants, Ruksin Additional Deputy Commissioner, T Pada requested the local villagers to maintain peace and raise their grievances. The authority would consider all facts regarding socio-economic impact that may arise out of the proposed railway, he said.

It was observed that almost all the affected families under Ruksin block have “conditional support” that the NF railway authority should pay proper compensation against loss of cropland and other properties.

The affected families have sought land compensation @ Rs 11.91 lakh per Bigha besides payment against other immovable properties. The local people further demanded the railway authority to consider the destruction of water supply channels, motor routes and affects on their cropland and mitigate the problems through construction of culvert, over-bridge and cross-roads at every vulnerable point along the railway. They have also demanded construction of station flatform near Industrial Growth Centre at Niglok for convenience of the local people.

The RSALOC of Ruksin said that majority of the affected families were supporting the project. On the other hand, Legong Banggo Students Union (LBSU) of Ruksin has opposed the railway in their lands. The union, in a memorandum submitted to the ADC sternly opposed entry of any railway into their land, saying that it would create impact on demography of the area.

It may be recalled that NF Railway had started survey work for the new BG railway in September, 2011. The primary works had retarded due to stiff opposition from the affected farmers in the district. Besides the administrative officials of Ruksin, Pasighat ADC, Dipak Shinde, Pasighat LRSO Ojing Nangkar and NF railway officials led by Executive Engineer (Cons), SC Saikia attended and conducted the hearing.

 

 

CM assures help, PS Tayeng takes stock of flood hit Paglam

ITANAGAR, June 16: Chief Minister Nabam Tuki has assured placement of sufficient funds and all possible help for the flood situation at Paglam and Dambuk. This was disclosed to the Parliamentary Secretary WRD Gum Tayeng, when she took up the matter on Sunday here at Itanagar.

The CM further assured immediate resumption of helicopter service to Dambuk. Reportedly, the chopper service to the area was discontinued at Dambuk due to obstruction at the landing ground.

Earlier today, Parliamentary Secretary for Water Resource Department (WRD) cum Dambuk MLA, Gum Tayeng visited the flood ravaged Paglam to take stock of the groud situation. Paglam is one of the worst flood hit area in the entire state and has been feeling the brunt of nature’s fury since monsoon began. The Parliamentary Secretary along with ADC Dambuk Atul Tayeng accompanied by Assistant Engineer WRD, PWD, CO Paglam, ZPMs Paglam and Bizari and others visited Loglung village. Tayeng also visited Dotung River which is one of the causes for flood in the area. To mitigate the flood damages in Paglam, the MLA has placed Rs. 10 lakhs with WRD for immediate restoration works. She also visited the Government Higher Secondary School Paglam and the Police Out Post which have been damaged by the flood.

The MLA further instructed that classes be shifted to safer location so that studies are not hampered. She further directed the ADC to place country boats at Loglung, 10 km and 14 km off Paglam-Dambuk road for free of cost travel for the public with a nominal fee for commercial vehicles, as she will be personally bearing all expenses for the same. While appreciating the timely action of the local administration, the MLA instructed the ADC to make a proper damage assessment of the entire area and necessary relief be made available immediately. The public demand for assistance to facilitate shifting of Paglam village from current location was agreed to by the MLA and she assured all possible help.

Sources informed that MLA has already taken up the matter of relief and restoration with the Chief Minister. While discouraging the flurry of VIP visits during calamities, she said that instead of wasting precious time and meagre resources of the local administration it would be better to provide necessary reliefs.

 

 

Questionable status of higher education

For a long time, many people have been raising questions about quality education, rather the lack of it in Arunachal. But most individuals and organisations have been quiet on the topic. Perhaps too many stakes are involved in speaking out.  So the revelation by Dr Nani Bath, a highly regarded academic in the state about the dismal conditions of the private universities in the state have thrown open many questions. The factual details provided by Dr Bath are compelling and therefore must be addressed and dealt with by the competent authorities.

It is a fact that the State Legislative Assembly, in absence of strong oppositions have been able to do what it pleases in placing and passing bills without little or no debate at all. The hurried decisions on establishment of six private universities in the state, all of them with questionable credentials have to be re-looked into.

The state government passed the Bill pertaining to establishment of Indira Gandhi Technological and Medical Sciences University (IGTAMSU) in 2012 despite being given negative remarks by the Advocate General of Arunachal Pradesh Nilay Dutta.  And the High Power Committee led by then RGU Vice Chancellor  Prof. K.C Belliapa with Dr. T Basar and Dr Joram Begi constituted by the state govt in 2008 did not give positive remark on the proposed establishment of the private university. These are just two of the many instances where the legislators have overlooked expert advice.

Apex Professional University, Pasighat has been under the scanner too after its   Chancellor was arrested.

The Chancellor, also the founder of Amritsar-based Apex Education Group, was alleged to have been running over 500 study centres across the country which facilitated the admission of thousands of students to the troubled CMJ University.  

Arunachal University of Studies, Namsai is not devoid of controversy either. Those at the helms of affairs are accused of procuring fake mark sheets of various technical and non-technical courses from private universities of Chhattisgarh.

But the problem is that red carpet has been laid out for these same people and institutions in our state.

It is true that Arunachal needs institutions of higher education as Rajiv Gandhi University is unable to provide for thousands of students seeking admission each year. Many students have left the dream of pursuing higher education because it is simply unaffordable outside the state.  Only those who belong to the crème de la crème of the society can think of getting into course and the institution they wish for.    One would have wished that these Universities share the burden of Higher Education in the state instead of becoming problems themselves. Press clarifications or denials of allegations are not going to set these universities right or improve the facilities. One must not ruin the lives of thousands of young lives in pursuit of monetary gains leading to irreparable commercialisation of education in Arunachal.

More important perhaps is for all the stakeholders in the state- the govt, students and their many organisations as well as parents work collectively towards a mechanism that can monitor and evaluate these Universities, so that the ideal of higher education is not lost in the glitter of higher economic gains.

 

 

Documentary film fest begins at  Bomdila

BOMDILA, June 16: West Kameng Deputy Commissioner A K Singh  inaugurated the  two-day documentary film festival on art and culture at the HSS Auditorium here on Tuesday. The festival started with the film ‘Brush with Life’ on versatile artist Satish Gujral directed by Sujata Kulshrestha in presence of around 100 audience including students. Altogether five films were screened on the opening day, including Behind the Mask (in two parts), Thang Ta, and Kung Fu Nuns.  

In his brief speech, Singh appreciated the organisers for organizing such festival at Bomdila in Arunachal Pradesh. Addressing the gathering, mountaineer Anshu Jamsenpa spoke of the struggle behind the success of  the achievers. "Documentaries are the elements which speak of this struggle behind the success not generally known to the common people", she said while informing the audience that a documentary on her is in the process of being completed.

Earlier, Rahul Jain, the secretary of the Film & Cultural Society of North East spoke about the importance of documentaries as educational and character-building tools.

An interaction programme was held wherein the students of Pine Dale Public School and Sonam Academy interacted  with the  resource persons on documentary films.

The festival is being organised by the Guwahati-based NGO Film & Cultural Society of North East in collaboration with the Indira Gandhi National Centre for Arts. It aims at sensitising the youth, especially the students on works of art and culture that have made human civilisation richer.

Among those supporting the festivals are the West Kameng district administration, Indian Documentary Producers' Association, Arunachal Mountaineering and Adventure Sports Association and Dalmia Bharat Cement. DIPRO

 

 

APYC, APCSD says will defy BJP bandh

ITANAGAR, Jun 16: The Arunachal Pradesh Youth Congress (APYC) condemned in its strongest terms the BJP’s proposed 12-hour bandh call on June 19.

Describing the proposed bandh call as anti-people and anti-development, APYC in a release called upon capital dwellers to defy the bandh as it will not bring any fruitful solution to the problems of the state.

The common public, especially daily wage earners, will be the worst sufferers of such bandh, APYC said, and decided to register its strong protest against the bandh by openly defying it.

“It is an ill design of the BJP to destabilise law and order in the state. The people should not accept such felonious attempt of the party”, the APYC said in a release.

“The bandh call given by the party at a time when people of the state are facing a harsh time due to rainfall related menace for the past many months, belies its true intent. It is conducting itself more like a petty, unorganised pressure group,” the APYC added.

Meanwhile, the Arunachal Pradesh Congress Seva Dal (APCSD) also has condemned the 12 hours dawn to dusk Capital Complex bandh call on June 19 given by the Jan Andholan Committee (JAC) under the state BJP unit. Terming the bandh call meaningless and unnecessary, the APCSD in a release said that bandh will harass the common people and create adverse effects on business community and Govt functioning.   

Referring to the demands of JAC, the Seva Dal further said that the Govt is running smoothly under the  leadership of Chief Minister Nabam Tuki for the welfare of people and hence there is no question of imposition of  President rule in the state under Article 360 and implementation of financial emergency under article 371(h) and no question of CM’s resignation on moral ground. It further appealed to the BJP to refrain from bandh call which causes hindrance to state’s progress, rather try to join hand with Govt for the welfare and  development of the state.

 

 

Cabinet for timely release of state share against CSS schemes in education and health sectors

ITANAGAR, June 16: State cabinet headed by Chief Minister Nabam Tuki in its sitting today decided for timely release of state share against centrally sponsored social (CSS) schemes in education, health and social welfare sectors.

As per the GOI guidelines numbers of employees are engaged under the flagship programmes especially in the critical sectors like Health and Education. However because of delay in the release of central share and thereafter state share, these flagship schemes suffer and desired output is not achieved.

Appreciating this problem, the Cabinet after a detailed deliberations decided that the state share of critical social sector schemes such as Sarva Shiksha Abhiyaan, National Health Mission and ICDS etc. must be allocated in the beginning of the financial year and released in two Installments (1st Installment in August and 2nd Installment in December).

The release of salaries must be only on receipt of the attendance details.

It was also discussed that with this step, the departments are directed to ensure that the purpose of these flagship schemes are achieved in letter and spirit, informed Government Spokesperson Bamang Felix in a release.

 

 

Traders booked for selling pre-packaged items higher than MRP

ITANAGAR, Jun 16: Several traders and shopkeepers of Naharlagun area were booked under Legal Metrology Act for selling pre-packaged items higher than maximum retail price (MRP).

Traders were found selling packaged items, especially soft drinks, at a price higher than MRP during a sudden inspection conducted in and around Lekhi village area, A-Sector and E-Sector, Nahariagun by the Legal Metrology Department. Seven cases of violation of Legal Metrology Acts and Rules were detected during the inspection, informed G. Dirchi), Controller of Department of Legal Metrology and Consumer Affairs.

Soft drink bottles (Pepsi) of two litres with MRP of Rs. 79 were being sold at Rs. 90 while one litre bottles of soft drinks having MRP of Rs. 50 were sold at an exorbitant price of Rs. 66 in total violation of Standards of Legal Metrology (Packaged Commodities) Rules, 2011, said Dirchi.

Besides, few cases of irregularities were booked for using unverified weights and measures by the traders during commercial transactions.

Meanwhile, the Controller appealed to consumers to be aware of their rights enshrined in the Consumers Protection Act and cooperate with the department in safeguarding consumer rights.

He suggested general public to lodge complaint to either the nearest office of the Legal Metrology Officer or to the District Consumer Disputes Redressal Forum (District Forum), if any unfair trade practices or irregularities are detected.

 

 

Leaders, public demand immediate removal of illegal structure

ITANAGAR, Jun 16: The public and Panchayat leaders of Diyun under Changlang district expressed disappointment over failure of the district authority to remove the illegal construction by an individual in Government land within Diyun Forest Range.

In a reminder to the Changlang Deputy Commissioner, they demanded immediate removal of the personal building constructed by one Lalrinsang Ralte, a native of Mizoram, at Diyun Forest Range.

“The District Land Revenue and Settlement Officer of Changlang after receiving a complaint of encroachment of government land by the individual and its verification had instructed the Extra Assistant Commissioner, Diyun for removal of the construction within a month. Hundred days have passed since the EAC had asked to remove the illegal building; and no action has been initiated in this regard,” said the reminder to the DC.

They also demanded an inquiry into the alleged allotment of work order to the individual from Mizoram and two other government employees (police) allegedly by the RFO of Diyun without going through the records and proper verification of the allottees. The general public and Panchayat leaders have also expressed disappointment over the Diyun EAC’s reported executive order issued U/S 188 IPC for shutting down all markets, including medical stores/pharmacies, under Diyun, Innao and Manabhum for 10 hours to observe dry day and ensure mass participation in the inaugural function of a programme of the Govt. Higher Secondary School on June 9.

ITANAGAR, June 16: A team of All Arunachal Pradesh Students Union (AAPSU) headed by its president Kamta Lapung visited the 2400 MW Tehri Dam at Uttarakhand to know about the dams and its merits and de-merits on June 13 last.

Before entering the dam premises and its power house, the team interacted with the officials of THDC India Limited and the public from affected area and had a long discussion about the compensations and the other facilities given to the people of affected areas. The villagers  informed the team that they had been given all the needed support according to the MoU.

While interacting with the Suresh Verma, the officer mechanical air/ P&A and the senior officials from THDC India Limited, who guided the team during Dam visit, the AAPSU team came to know that the dam is totally designed to resist any kind of threat like earthquake and  other calamities.  

On June 14, the team again visited the 1500 MW Nathpa Jhakri Dam of SJVNLTD which was started on April 13, 1989 and was commissioned in the year 2006. The dam doesn't have any kind of big reservoir like the Tehri dam and is a run-of-river system. The people of Nathpa Jhakri  informed the team that they are convinced by the facilities and compensations given by the SJVNLTD. The youths said that maximum employment were given to the people of Nathpa Jhakri.

The officials of SJVNLTD informed that such kind of system can be introduced in states like Arunachal Pradesh which falls under seismic zone V.

The team members included AAPSU advisor Passang Dingla, Spokesperson Tanya Agu and the president and secretaries of East Kameng, Kurung Kumey, East Siang and West Siang District Students Unions, according to a AAPSU release.

 

 

NEIFM construction lingers on

PASIGHAT, June 16: A delegation of Adi Students Union (AdiSU) today visited the North Eastern Institute of Folk Medicines (NEIFM) Pasighat construction site and has voiced resentment over the slow progress of the construction work which is almost three years behind the scheduled completion time.

Expressing concern over the delayed project, AdiSU president Mida Pertin stated that it has deprived the common public of its service. The AdiSU has criticised the Contractor, M/S Tama Fabrication works, the HLL Life Care Limited, the consultant for the project and former Director of North Eastern Institute of Ayurveda & Homoeopathy (NEIAH), Otem Dai for the delay of the works.

Calling for thorough enquiry to unearth the reasons for the tardy construction, the AdiSU also stated of taking up the matter with the concern ministry for immediate functioning of the institute.

Pasighat being a plain area has a favourable working atmosphere unlike in other places of Arunachal, added AdiSU.

The construction of North Eastern Institute of Folk Medicines (NEIFM), an institute of national importance at Pasighat, under the ministry of Health, Department of AYUSH Government of India has been delayed since Sept 2012.   

Approved by the GoI at a cost of Rs. 20 Crores, the construction work was bagged by M/S Tama Fabrication Works with its head office at Naharlagun. The construction work commenced from Oct 2010, and was supposed to be completed by Sept 2012, as per the norms. However, after the lapse of almost three years behind the scheduled time, there is no certainty of its completion and the project is still lingering and has an uncertain future for the reasons best known to the AYUSH authorities and the construction firm.

The high profile visit of Secretary Health, Govt. of India along with M.P Ninong Ering and other prominent dignitaries of the state a year ago and the assurances for better services has also yielded no results.

Win heart to win war against militancy

The moment army decided to launch offense against militant group responsible for June 4 ambush in Manipur's Chandel district that killed 18 Army personnel, concerns were raised about possibilities of innocent civilians being victimized. In the past, whenever counter-insurgency operation took place, innocent civilians used to get harassed. As Indian army launched operation against militant group inside Myanmarese territory, people of Manipur and Nagaland heaped a sigh of relief. It was assumed that innocent people will not suffer this time.

However to the disappointment of everyone, Naga Students' Federation (NSF) recently claimed that army has imposed strict restrictions on the people of Manipur's Chandel district following the June 4 incident. NSF alleged that the security forces have snapped the communication links, shut schools and restricted movement of people. NSF condemned the alleged high-handedness of the security forces. If the claims of NSF are true, indeed it is matter of deep concern. Security agencies have to understand that by harassing innocent civilians they are only sowing seed of hatred against army and establishment. Sooner or later, the victim of such high handedness will be wooed by rebel group to join their ranks to take revenge against security forces. Therefore the vicious cycle will never end.  If government of India wants to win war against militant group they will have to win heart and mind of local people. Until it happens, the war against militancy will never end.

Know where you stand

Dear Editor,

This refers to the news item carried under the caption ‘Association express dissatisfaction over MLA’s work’ of 14 June in your daily, wherein AACS Siang unit showed their concern for the 32 Rumgong. With deep gratitude, I welcome their crocodile tears in mocking at the misery of area.

Anti Corruption Sena, Siang unit is trying to distract the ongoing anti corruption crusade led by Tamiyo Taga. The irony is that they have failed to realise the meaning of the nomenclature of their own association.

If you were for anti corruption today, you could have fought the multi crore scam of this government. Alas! They seem more pro to corruption than anti!

To know him better, do ask some of the Congress higher ups how they interfere even into his MLALAD Fund, not to mention the BADP and other funds. Tell them not to suffocate him in developmental activities, let there be some space even if he is a lone invincible opposition leader in the state.

Our area have been sending him to the legislative assembly for decades now which shows his strong integrity as well as the integrity of the people who have stood up  against buying and luring culture; the era wherein money culture puncture the intellectual insight of literate class.

You should appreciate the people for sending Taga as an MLA because they know Arunachal needs a strong opposition leader like him who speak the unspoken.

It is humble request to the self proclaimed pro corruption organisation to first know your government and where they stand and then poke your nose at others.

The collapsing govt quarters

Dear Editor,

With reference to your photo caption of a collapsing Govt. quarter at Mowb-I in your June 14th edition, I would want to know whether any action has been taken against the person who eroded earth beneath the quarter? Just imagine how risky it was for lives of residents of the quarter if they roll down along the landslide. Also, whether alternate accommodation has been provided to the residents? If not, where else they will take shelter all of sudden and take the household articles along? Govt. quarters are the easy target, either it is encroachment from the adjacent or eroding from the beneath.

Authorities turn blind eyes or ignore these matters. And residents of the Govt. quarters are scared to make any complaint in the fear of earning personal enmity.

Manmade disaster

Dear Editor,

It is common scene in Capital and adjoining areas that private development is in motion while public development is slow. Construction of huge building without proper planning is a huge risk as manmade disaster can claim hundreds of lives. These days’ people are busy in earning money as much as and as soon as possible. Recent earthquake of Nepal set a precise example of how natural calamity can kill. Geographically, Arunachal Pradesh is in high seismic zone. It seems that people didn’t learn lesson from Nepal’s horrible tragedy.

Manmade disaster can occur any time.

Connect the circles by bus

Dear Editor,

Through the column of your esteemed daily, we would like to draw the attention of Transport department and district administration towards the problem being faced by the residents of Geku and Katan circles in terms of transport service. We appeal to the department of APSTS to provide a mini Bus to connect Yingkiong with Katan circle via Komkar village, Geku circle and Sumsing village.       

The above mentioned two circles have a population of approximately 21,000. The people of two circles are facing immense problem in official work as well as medical owing to lack of transport facility. The distance between District Headquarter Yingkiong to Katan circle is exactly 83 km but till date there is no Government transport facility between Yingkong to Katan circle.
